Simply having an aftermarket exhaust is not in itself, illegal. That bulletin was posted on Apexi's website for quite a while.. not sure if it still is, because a LOT of people are misinformed about the law, officers INCLUDED.

CHP can ticket you if they think that you're violating noise ordinances, and they don't need a decibel meter to check on the spot. If you're well within the noise limit (95 db, I believe), then you can get it signed off at an official testing station.
